派遣前訓練41日目海外安全対策
警視庁OBのJICAスタッフを講師として、海外安全対策の講座が行われた。
JICA関係者の数人に一人が何らかの犯罪被害にあっている。
モザンビークは2.2人に一人と派遣される国の中では一番被害率が高い。先日来た前任のOVの方も自宅前の警備員が襲われたという話をしていたので気は抜けないと思った。
鍵を強化するなどの対策と近隣の住民と親しくなっておくことが必要だと説いていた。犯罪にあったときに助けてくれるのは警察よりも近隣の住民なので、普段からコミュニケーションをとっておくよう推奨していた。
講義終了後、男女別れて講義を受けた。
女性側は性犯罪について講義を受けたとのこと。ナーバスな問題なので、男性が一緒にいることによって出る質問も出なくなることがその理由。
場合によってはAIDSに感染する可能性もあるので真剣に聞いてもらいたいというのがねらいとのこと。
男性側は犯罪被害者から相談を受けた場合の対処方法について講義を受けた。無理に励ましたりする必要はなく、話を聞くことが大事だと説明があった。場合によっては、健康管理員を紹介するよう指示があった。
講義を通して、犯罪のある地域に飛び出して行くのだなということを再認識した。
講義以上に驚いたのが寝ているキャツラの多さ。自分の財産や生命にかかわることなのに真剣になれないのがものすごい不思議。
これが平和ボケということなんだと思う。
A lecture about safety measures in foreign countries was held.
The speaker was staff of JICA who worked in Metropolitan Police Department
Many staff of JICA included JOCV and SV become victim of crime.
In Mozambique 1 out of 2.2 became victim of crime in 2007.
It is the highest percentage in the countries where JOCV work.
My predecessor, who came here in OV day, said
that a guardman was attacked in front of his house in Mozambique.
The speaker said that we need to install keys in the house or upgrade keys
and make friends with neighborhood.
If we become a victim of crime in foreign countries, neighborhood would help us.
So he advised us to commnunicate with neighborhood.
After the lecture, we were split into male and female and took other lecture.
Female volunteers took a lecture about sexual crime.
In the speaker's opinion,
sexual crime was so nervous for female volunteers.
If female volunteers take a lecture with male volunteers,
female volunteers would hesitate to ask.
Since there is the risk of getting AIDS,
the speaker hoped that female volunteers listend to the lecture seriously.

how to do if we are consulted from a victim of crime.
The speaker said that
it is important not to cheer him but to listen to the victim
The speaker advised that in some cases we should introduce health staff to him.
Listening to today's lecture, I thought again that we would go to dangerous areas.
