派遣前訓練16日目
いつもとは違い隊員候補生全員ではなく、国ごとに会議室に集まり、
JICAの担当の職員の方から派遣国の事情について聞いた。
生活面や活動面というよりは、派遣国における日本国およびJICAの援助方針についての
紹介が主だった。
援助方針では農業従事者が国民の8割を超えているので農業分野に今後を力を入れていきたいとの
話があった。
隊員はやはりポルトガル語で１年は苦労するらしい。外国で語学ができないと教育がされていない人と
みなされるので語学は一生懸命やってくださいと言われた。
生活面での注意事項として、携帯電話をなくさないようにとの注意があった。
連絡がとれなくなるだけでなく、中に入っている情報を悪用されるのがまずいとのこと。
悪用された場合、ボランティア一人の責任だけですまなくなる。
モザンビークに行ったら、財布以上に厳重に管理しなければいけない。
そしてモザンビークの治安は悪くなっているらしい。
南アフリカ共和国がワールドカップを主催するにあたり、自国の治安をよくするため、
周辺国から来ている移民を自国に帰還させている影響がモザンビークにも出ているとのこと。
南アフリカに近い首都のマプトには派遣されないので特に影響はないが、
JICAの在外事務所に行く機会があるときは注意しなければと思った。

Although all volunteers usually listened the lecture in tha hall,
we assembled by host country in a meeting room and received
a lecture about our own host country from a staff of JICA.
The staff introduced mainly a principle of aid for host country, which Japanese government and JICA have.
Since In Mozambique more than 80% people make their livings from agriculture,
JICA will focus on realm of agriculture.
Volunteers who work in Mozambique have difficulty with Portuguese.
The staff said that
foreigners who couldn't use language was seemed not to be
educated well in overseas.
And he told us to study our target language hard.
The staff said that a point of caution in living of host country is that we must not lose our mobile phone.
If we lose our own mobile phone, we are out of contact with JICA and
others use the information which mobile phone contains for murder.
If others use mobile phone for murder, It is over volunteers responsible.
When we go to Mozambique, we have to be more careful to lose it than our own wallet.
The security in Mozambique is going to bad.
South Africa is host country of World Cup 2010.
Because South Africa is making security good and
get immigrants return their countries to make secure.
Thus this policy of South Africa make security in Mozambique worse.
Though I will not be affected by this policy because I will not work in Maputo near South Africa.
I must be careful when I go to the office of JICA in Maputo.
