英語 派遣前訓練


語学の授業の後、海外交通安全の講座を聴講した。


JICA関係者の交通事故はかなり多く、JOCVもその例外ではない。


日本にいるより圧倒的に事故のリスクが高いので、このような講義が必修で開かれているのだと思う。


講師は警視庁OBの方。各国の道路事情がわかる写真を豊富に使用してテンポよくすすめられたので退屈せず聞くことができた。



以下、印象に残ったこと。

  • 方向指示機はあってないようなもの
  • 安全運転という概念がそもそもない
  • 海外では道路は車のためであって人のためでないこと。
  • 同じ国でも舗装状況は都市と村落で天と地ほども違う。
  • 日本では車検が通らないような整備不良の車が走っている。
  • 事故に遭って、ケガにあった場合、発展途上国では救急医療が整っていないので、日本では助かるものもは助からないケースがある。
  • 事故のリスクを減らすためにバスに乗る場合は以下の事故防衛策が必要。
    • 乗る車のタイヤをあらかじめ見ておく、
    • 寝ない、
    • シートベルトをする、
    • 後部座席にのる

　


また、バイク等に乗っていて、もし事故を起こしたときは自分の住居の住所と電話番号ではなく、JICAの住所と電話番号を教えるよう指導された。


リンチや報復に遭う可能性があるという怖い理由のためらしい。


バイクは職種の関係上乗ることはないが、リンチという習慣があるかどうかだけは、交通事情にかかわらず確かめておこうと思った。


人種差別はどの国でもあることだと思うので。



After Portuguese lessons, we had a lecture about
road safety in foreing countries



There are a lot of accidents about JICA involved,
Many volunteers as JOCV had many accidents too.


I thought,
because there is more risk in foreign contries than in Japan,
we must have the lecture as this.

The speaker worked in Metropolitan Police Department.
After he retired there, he entered JICA.

He introduced transportation conditions in foreign countries
with showing many pictures,
and speak smoothly.
So we listend to the lecture without becoming bored.


What I was impressed are below.

In foreign countries

  • indicator is not used.
  • there is no conception of safe driving.
  • roads of cities are very different from roads of rural.
  • many cars which can be cracked down in Japan run.
  • if we are involeved in traffic accidents and injured, we would not get sufficient treatment because there is not emergency care system.
  • when we get on a bus, to reduce the risk of accidents, we have to
    • to watch tires of bus to get on,
    • not to sleep
    • to fasten seatbelt
    • to ride in the back of bus

If we ride a bike and cause a accident, we show victims JICA office's address and telephone number not mine.

Because if we teach my address to victims, we are likely to be exposed to violence or be avenged.


I will not ride a bike in my volunteer work. But I will check whether there is lynch in Mozambique.


I think there is racism in any country.
